We are not (ever more?) the 99%
We are not- maybe never more?- the 99%. Probably we weren’t ever. The starting glow in Tahrir, 15M assemblies, Occupy,… generated a needed illusion to build narrations, but never a political project. Known this limitation, was revived the narration of the Commons. Perhaps you are reflected in this situation when you speak about the Commons: you show a series of “successful experiences” (free software, Wikipedia, a lost community in Amazonas river), translate it to a political scale that is going to be worthy, equitable and attractive for a big majority, and feel sure of having conquered the unconditional support of our audience. Some months later, the people you had convinced vote for Albert Rivera or Susana Díaz. Not. Not even the Commons constitute a narration for the 99%.
Claudia [https://cidadaniacomun.wordpress.com/portfolio/claudia-delso-carreira/] speaks about her first year in charge of the Participation and Democratic Innovation area in A Coruña Council, building for us the context where the action is drawn. This is a situated work, and is the only way to face it: peripheral, uncertain, unstable, coastal. Speaking about Participation at the same time that we speak about Parties of Change or Governs of Change, is a very useful coincidence (or a very fine election) to bring parallelisms on who we are and who are represented by us. The methodologies of participation have been widely criticized for being unable to give the voice to the others: those whose political activity in the city level and the district level are indirect or unconscious. They are not but, ¿shall we wait for them? The low participation paradox in participation processes- of course higher that when we don’t have any process- has wrecked their legitimacy, identifying them as a kind of social fetishes.
The participation Claudia is talking about, indeed is a multiplicity of strategies, dispositions and tools that seek to interpellate, in different ways, to the administrative technician of the Council and to the elderly of Conxo district: Portas abertas [https://aportaaberta.coruna.es/], Escaño ciudadano [http://www.coruna.es/servlet/Satellite?c=Page&cid=1442366281199&pagename=Participacion%2FPage%2FGenerico-Page-Generica] or the district participation [http://www.coruna.es/servlet/Satellite?c=Page&cid=1453570531635&pagename=Participacion/Page/Generico-Page-Generica] , through periodic actions in all the neighborhoods. Also something very interesting happens: all these words- like participation- whose potential has been emptied of contents by their abstraction, are recharged when they applied to specific situations and we asked ourselves: ¿what is my neighborhood?
Beyond the projects that are coordinating and the priorities that the team she drives together with Natalia Berceiro, in the Tablecloth the questions around the entries into the institutions start to coming out. We have been building many years our position from the legitimacy that gives us our practices, our communities, our lives. The translation of this legitimacy to the institution is impossible, always partial and insufficient. It is a rootlessness of spaces ad connections, of codes and languages. Of times… “Giving time to us, build around other speeds to generate the processes together with our neighbors” is listened to Claudia, once again. But, ¿where was placed Claudia’s time? ¿And Natalia’s? ¿And Xulio’s? Has been created enormous expectations in the Governs of Change- from the inside too-, but this pressure provoke a exhaustion process on the implied people and a deviation of the codes we have provided ourselves before our entries in the institutions (caring our minds, our bodies, our communities, our collectives). Adapting ourselves to the institution, being the institution more that the rest if we want to change it.
In the comprehension of the institution, arises another increasingly accepted sentence: “govern for everybody”. Govern for everybody, beyond the logical understanding of the Council as an assistance entity for the neighbors, should not be confused with govern as everybody would desire to do. Dealing with the conflict of not everybody is going to feel comfortable with your choices. The coherent escape of the Party structure and the addition of the more activated people in Governs of Change weaken the outside: before unshaped, nowadays also dismembered because the entries of many of the more dynamic people into the institutional framework. New relations are generated among the institutions and the movements and alternative practices. ¿Are these bodies also captives of the institution? ¿Are they still able to keep exercising anti- establishment duties, demanding the construction of other municipal governance? The challenge of daily tasks, that we don’t question, should not deviate our strategies of the development of the aims and the validation/rupture processes based in the Framework- always changeable, always accessible- that our political project is asking and we have set for ourselves. Every action is political and, as Laura Gómez [https://www.youtube.com/watch?v=IdDcmfUC_cU] reminded us in the Tablecloth, the whole institutional ecosystem decisively mediates in our project. To create the institutions capable to give answer to that change model must be attacked every layer: politicians- technicians- external to institution actions.
No, it was never governed for everybody, and neither we are now or will be in the future the 99%. Exists a multiplicity of wishes and needs to deal with the actions of the Govern of Change. The doors are open and are providing different entries for the 99%, but we have to be aware that no everybody will join and not everybody will like. The relations among Culture, City and Commons are not an invention of these days, are a long tradition that has always been and keeps alive. The doors were opened and just a few people came to join us. Many others are not going to contemplate joining whatever happens.
We are not neither we will be the 99%. Never more. Say it again. We have not to be afraid, obtaining our rights was not based in the 99%. Nosotros no somos (quizá nunca más?) el 99%. Probablemente nunca lo fuimos. El fulgor inicial en Tahrir, las asambleas del 15M, Ocuppy,… generó una ilusión necesaria para construir relatos, pero nunca un proyecto político. Conocida esa limitación resurgió el relato de The Commons. Quizá te sientas reflejada en esta situación cuando hablamos de the Commons muestras una serie de modelos de “éxito” (software libre, wikipedia, una comunidad perdida en el Amazonas), lo trasladas a una escala política mayor relacionándola con su validez, equidad y atractivo, y consideras que has conquistado el apoyo incondicional de nuestra audiencia. Unos meses más tarde, ellos votan por Albert Rivera o Susana Díaz. No. Ni siquiera los Commons constituyen un relato para el 99%.
Claudia cuenta su primer año al cargo de la concejalía de Participación e Innovación Democrática en el Ayuntamiento de A Coruña construyéndonos el contexto en que se traza su acción. Es un trabajo situado y como tal hay que afrontarlo. Hablar de Participación a la vez que de Partidos o Gobiernos del Cambio, es una coincidencia muy útil (o una elección muy sutil) para trazar paralelismos en el quién somos y a quién representamos. Las metodologías de participación han sido objeto de muchas críticas por ser incapaces de dar voz a los otros: aquellos cuya acción política a nivel ciudad y nivel distrito es indirecta o inconsciente. No están, pero ¿se les ha de esperar? La paradoja de la baja participación en los procesos de participación- por supuesto más alta, que cuando no hay ese tipo de procesos- ha torpedeado su legitimidad, identificándola en una especie de fetiche social.
La participación de la que habla Claudia es en realidad una multiplicidad de estrategias, disposiciones y herramientas que intenta interpelar de manera diferente al administrativo del ayuntamiento y a las personas mayores del barrio de Conxo: Portas abertas, Escaño ciudadano o la Participación por Barrios, a través de acciones periódicas en las distintas vecindades. Además sucede algo muy interesante, todas esas palabras- como participación- cuya potencia ha sido vaciada de contenido en base a su abstracción, se recargan cuando aplican en situaciones concretas y nos preguntamos: ¿cuál es mi barrio?
Más allá de los proyectos que están coordinando y las prioridades que el equipo que dirige junto a Natalia Berceiro, se hacen paso las cuestiones en torno a la entrada en las instituciones. Llevamos muchos años construyendo nuestra posición desde la legitimidad que nos dan nuestras prácticas, nuestras comunidades, nuestra vida. La traslación de esta legitimidad a la institución es imposible, siempre parcial e insuficiente. Es un desarraigo de espacios y conexiones, de códigos y lenguajes. De tiempos… “Démonos tiempo, construyamos en torno a otras velocidades para generar los procesos junto a nuestrxs vecinxs” se escucha a Claudia repetir en estribillo. ¿Pero dónde queda el tiempo de Claudia? ¿Y el de Natalia? ¿O el de Xulio? Se generan fuertes expectativas en los gobiernos del cambio- desde nuestro interior también-, pero esa presión constituye un proceso de desgaste sobre las personas implicadas y una desviación sobre los códigos que nos habíamos dados antes de nuestra entrada de las instituciones (cuidar nuestras mentes, nuestros cuerpos, nuestras comunidades, nuestros colectivos). Adaptarnos a la institución, ser más institución que nadie si queremos cambiarla.
En esa asimilación de la institución surge otra sentencia cada vez más aceptada: “gobernar para todas”. Gobernar para todas, que puede ser lógico si entendemos la concejalía como un ente al servicio de lxs vecinxs, no ha de ser confundido con gobernar al gusto de todas. Convivir con el conflicto de que no todas las personas se van a sentir cómodas con tus decisiones. La coherente huida de la estructura Partido y la incorporación de las personas más activas a los gobiernos del cambio debilita el afuera: antes informe, ahora también desmembrado por la entrada de muchas de las personas impulsoras al entramado institucional. Se generan nuevos vínculos entre las instituciones y los movimientos y las prácticas alternativas. ¿Esos cuerpos también quedan cautivos de la institución? ¿Son capaces de seguir ejerciendo labores de contrapoder, exigiendo esa construcción hacia otra gobernanza municipal? La dificultad del hacer, que no se pone en duda, no ha de desviar el desarrollo de unos objetivos y unos procesos de validación/ruptura basados en el Marco- siempre cambiante, siempre accesible- que nuestro proyecto político pide y que nosotras mismas nos hemos fijado. Toda acción es política y, como Laura Gómez nos recordaba en el Tablecloth, todo el ecosistema institucional media decisivamente en nuestro proyecto. Para generar unas instituciones capaces de dar respuesta a ese modelo del cambio habrán de ser atacadas todas las capas: políticos- técnicos- acción externa a la institución.
No, antes no se gobernaba para todas, ni ahora somos ni seremos el 99%. Existe una multiplicidad de deseos y necesidades que afrontar con las acciones de los gobiernos del cambio. Se abren las puertas y se facilitarán diferentes accesos para el 99%, pero ha de entenderse que no todas se sumarán ni todas se contentarán. La Cultura, la Ciudad y los Comunes no son un invento de ahora, sino una tradición de siempre que sigue viva. Las puertas estaban abiertas y unas pocas vinieron a acompañarnos. Otras muchas jamás se lo plantearán.
No somos ni seremos el 99%. Nunca más. Repetidlo. No hay que tener miedo, la construcción de nuestros derechos no fue en base al 99%. La reconstrucción de los distritos de A Coruña para una atención ciudadana más accesible es un proyecto con una fuerte ideología. Y el 99% no tiene por qué estar de acuerdo.
